A cartoon must not have won an appraisal at previous competitions-
The cartoons must not contain text-
Drawings can also be made digitally-
A3/ 29X42 CM , 200 dpi, JPG/JPEG and free techniques –
and the size of each artwork must not exceed more than 2 megabytes –
name – country – work number –
